ASSIGNMENT: Guild Ophelia

H-484 is a garden planet with 75% of its surface covered in water, most of which is saltwater that forms oceans and seas. The region Guild Ophelia will be spending time in is known as Hanabira. It is temperate with a mountainous topology, which also features forests, lakes, and agriculturally developed areas.

The natives are biologically analogous to humans, and will thus be referred to as such in this dossier. Their language has been uploaded to Ophelia's magitek. Other species Ophelia may encounter in Hanabira are herbivorous animals such as deer and goats, large carnivores like bear and wolves, and smaller carnivores such as foxes and tanuki. There is also a wide variety of birds and lizards, as well as insects, amphibians, and fish. Near-sapient species include cave-dwelling ogres and river-dwelling imps.


MISSION: OBJECTIVES
PRIMARY OBJECTIVE: RESOLVE THE CONFLICT. Two empires cannot rule the same land. Determine who should rule and take the steps to implement it.

SECONDARY OBJECTIVE: PREVENT CIVIL WAR. Prevent as many deaths as possible and ensure a peaceful outcome.


MISSION: BRIEFING
When two versions of this universe Merged, an incongruity arose. In one, the empress of the mountain kingdom, The Land of Celestial Mountains, ruled over all of Hanabira. In another, The Empire of the Crashing Wave, a sea-based empire, ruled the continent. Now with both universes having merged, each empress claims to be the rightful ruler, and war threatens to break out at any moment.

The Land of Celestial Mountains is ruled by the Empress Nama from her mountaintop castle, Heavenly Summit. She ascended to the throne upon her 18th birthday and has ruled over the mountain clan for five years with a strict adherence to the laws of the queendom. She has one younger brother, whom she hopes to marry off in a political alliance.

The Empire of the Crashing Wave is ruled by the Empress Youmi, who was crowned after her mother's death ten years prior. She is known to be a kind and tolerant ruler, governing from her seaside castle, Peaceful Tide. She has one older brother who is prince consort in a queendom across the sea, and two younger sisters.

The Flowerlands is the independent territory located geographically between both empires, with which both empresses covet contact due to its rich soil. Much of the land is terraced, and a majority of Hanabira's agriculture comes from the farms here. The lord of the Flowerlands is the widower Doro, a distant relative to the Empress Nama.


HANABIRA: OVERIVEW
The society of Hanabira is a feudal matriarchy whose religion puts emphasis on nature worship and animism. They have developed steam power and electricity, but are not yet a spacefaring race, so it is suggested that Ophelia keep displays of magitek and other advanced technology at a minimum. While there are traces of magic found in H-484 humans, it cannot be wielded in defensive or offensive displays, instead only appearing in such forms as psychic sensitivity, good luck, etc.

The mountain clan is a militaristic and traditional bunch, and their historic source of income originates in the mountains and forests that dot their territory: mining, foresting, hunting, and blacksmithing. Due to their traditional values, only women may join the military or hold political power; men are limited in the jobs they may hold, particularly those in upper classes. They are expected to defer to their mothers or wives in all matters, though a widowed man may take on his wife's role in the household as long as he remains unmarried. Men of lower classes have more societal freedom, and are expected to work as hard as their female counterparts, whether it be at home or in the fields. Some lower class men are even allowed to train in combat, chiefly to guard their farms and property, should the able-bodied women be called to war.

When interacting with the mountain clan, it is suggested that male agents are accompanied by female agents so as not to arouse suspicion.

The sea clan is less traditional than their mountainous neighbors, perhaps due to influence from other peoples across the sea; men are allowed more freedom no matter what their societal status and can freely join the military, though political power is still only held by women. The historic income of the sea clan includes fishing, pearl diving, jewelry crafting, shipbuilding, and trade. They are more artistically inclined than the mountain clan, and place importance in innovation and progress.

The people of the Flowerlands follow the traditions of the mountain clan more closely than those of the sea clan, though being of lower class means that the men in the Flowerlands have more freedom than those in the mountain court. Still, male agents should exercise the same caution as when in the mountain clan and travel with a female agent when possible.

When venturing outside populated areas, it is recommended that agents do not go alone. The forests of Hanabira are dense and it's easy to get lost, even with magitek GPS and maps. There are hot springs to be found in the forest as well as plentiful game, but make sure to ask local landowners before going hunting.

In addition, the ogres native to this land are known to hunt and kill humans. Avoid investigating caves, where ogres make their homes, and leave the area immediately if animal carcasses are found.

SO would it be feasible for a group of royal-types (and possibly commoner types, for flavor) to get friendly the nobles, in the hopes of gaining access to the Empress? Would they need to do/talk with anyone specific in order to facilitate this?
